Payment Methods

Make an Online Payment

Pay by phone:

Call (620) 231-4100 to pay with MasterCard, Visa, Discover or American Express card.

  • Speak with a customer service representative 8:00 am to 5:00 pm, Monday through Friday
  • Or, use our automated system 24 hrs a day, 365 days a year

Automatic withdraw: 

Payments may be made by automatic withdrawal from a checking, savings or credit card.  You will still receive a detailed copy of your bill each month showing the amount to be drafted.

Paperless Billing

By enrolling in our Paperless Billing Program, you’ll receive your monthly billing statement online instead of in the mail. After enrolling in our Paperless Billing Program, you will no longer receive a paper statement. Each month when your billing statement is ready for online viewing, you will receive an email notification.

Billing Cycles

Utility Bills for water, wastewater and storm water are consolidated on one statement and mailed on a monthly basis depending on your property location. The city is divided into three billing cycles, the 5th, 15th and 25th and are due 20 days after the billing date.

Connecting Service

You may come to the City Hall to establish water service or you may call (620) 231-4100 with credit or debit card.  Customers that do not own their property will need to pay a $75.00 deposit at time of application. A turn on fee for inside city limits of $5.00 or $10.00 for outside city limits will be added to the account.

Past Due Accounts

If your account becomes past due, a 10% charge is added to your account and a termination notice is mailed. The notice allows 10 additional days from the original due date to pay the account in full or make an arrangement on your account prior to shut-off. If service is disconnected a $25 disconnect fee is required to be paid along with the past due bill before service can be reinstated.

Disconnecting Service

You may come to the City Hall to establish water service or you may call (620) 231-4100. Customers need to supply a forwarding address when disconnecting their service to receive a final bill or a deposit refund.  The deposit will be applied to the final bill and any remaining balance will be refunded to the customer.

Rates & Fees

Return Payment Fees: If a payment is returned insufficient, there will be a $35 fee added to your account. After the second return, your account may be removed from the draft plan or if paying by check we will only accept cash only.
